Purchasing Guidelines
The following guidelines, developed by DGS/DPS, are to be followed when ordering through the eVA eMall:

  • Purchase card orders: Users may purchase goods or services through eVA up to their CARD LIMITS. If purchased from contracts the Contract terms and conditions govern these purchases.

  • Contract Order Limits: Users may purchase goods or services in unlimited dollar amounts unless dollar limits are specified in the contract.

  • Non-contract Orders: users may purchase up to their procurement authority after complying with all competitive requirements and file documentation as per the Virginia Public Procurement Act (VPPA) and their own organization’s policies and procedures.
